GENERAL INSTRUCTIONS AND INFORMATION FOR BIDDERS

Purpose of the call for proposals

     This call for proposals ( CFP ) aims to retain the services of an audit and accounting firm for the provision of the services described in Annex A ( TDR ).

Request for information

     The call for proposals document can be collected free of charge from FEDEC in Yaoundé, Rue CEPER, RINGO Building (1st floor) opposite ANAFOR, from Monday to Friday, from 9:00 a.m. to 4:00 p.m.

All inquiries must be received at least 2 business days before the closing date of the call for proposals to allow for a timely response.

Proposal preparation costs

     FEDEC will not reimburse costs incurred by the bidder in preparing the proposal.

Submission of proposals, closing date and time

     Submission : Proposals should be sent to the address indicated on the first page of this call for proposals or by email to the following address: fedec_cam@yahoo.fr and copy to fleuramban@fedec.cm
     Closing Date and Time : Proposals and amendments to proposals (if any) will be accepted by FEDEC only if received no later than the time and date indicated on the first page of this call for proposals.
     Responsibility for Submission : It is the sole responsibility of the bidder to ensure that FEDEC receives its proposal within the required timeframe. It may not transfer this responsibility to other parties. FEDEC assumes no responsibility for proposals sent to a location other than that specified in the RFP.

Presentation and language

     Presentation : The bidder’s proposal will be written in French in accordance with the guidelines specified in Annex A “Terms of Reference”.
     FEDEC Prerogatives : FEDEC reserves the right to reject any or all proposals received in response to this call for proposals, to enter into negotiations with one or more bidders on any or all aspects of the proposal, to accept any proposal in whole or in part, to cancel this RFP, to reissue this same request at any time and to award one or more contracts. Costs incurred by the bidder will not be reimbursed by FEDEC.
    Verification of Information : FEDEC reserves the right to verify how the bidder meets the requirements and any other information provided in its proposal. Any false statement may result in the proposal being declared unsatisfactory or lead to any other action that FEDEC considers appropriate.

EVALUATION CRITERIA

     Two groups of criteria will be taken into account: the professional skills of the accounting firm (quality of the technical offer) and the quality of the financial offer.

Analysis of the technical offer (80 points)

Scoring criteria

  • General presentation of the offer;
  • Understanding the mandate;
  • Implementation methodology;
  • Description of similar mandates;
  • Required documents: CVs of consultants assigned to the mission; registration of the firm on the Table of an Order of Chartered Accountants and Chartered Accountants of Cameroon (ONECCA) and/or CEMAC;
  • The firm must have at least 5 years of professional experience in financial auditing;
  • Have successfully completed at least three (3) successful donor-funded project audit missions over the past three (3) years;
  • Have in its selection team, a mission leader who has successfully carried out at least three (3) audit missions of projects financed by donors;
  • References;

     The bidder will provide the names of two people as references to demonstrate how they meet the required criteria. It is recommended that references come from clients for whom similar services have been provided.
     Furthermore, the selection committee reserves the right to verify the authenticity of the information provided by candidates with the partners mentioned and to draw all necessary consequences, including the immediate elimination of forgers.

The financial offer (20 points)

     The bidder must provide in its financial offer the amount excluding tax (ET) of its service.
     In the event that the financial offer of the successful bidder exceeds the budget, the Project Owner reserves the right to enter into negotiations with the bidder concerned with a view to adjusting its financial offer to the budget, without prejudice to the expected deliverables.

Evaluation of the technical proposal (Nt)

FEDEC will first evaluate the CVs and supporting documents submitted by the bidders in accordance with the evaluation grid below. An Nt score will then be assigned to each bidder.
Bidders who obtain an Nt score lower than 75/100 at the end of this evaluation will be eliminated.
Only financial proposals from bidders who have obtained an Nt score greater than or equal to 75/100 will be examined.

Evaluation of the financial proposal (Nf)

The financial proposals of the bidders selected after the technical evaluation will be evaluated as follows, and an Nf score will be awarded to each bidder concerned.
Nf = (Lowest financial proposal/Candidate’s financial proposal) x 100.

Overall evaluation of the candidate’s offer (N)

The final grade (N) of the candidate’s offer will be a combination of his or her grades Nt and Nf, according to the formula:
N = 0.80 x Nt + 0.20 x Nf
Candidates will be ranked in descending order according to their final scores. The bidder with the highest final score will be given priority for the performance of the service.
